Jalinjeri, the "Land of Flame" was founded by the outspoken governor of Jalinbeti, Hedgewind Jalinbeti. Recognizing that the citizens of the former Kiywar Territory were upset with the Ortalyk rule; taxing without providing proper protection or services; they had spoken of revolt for years. After the founding and success of the then town and now city of Jalinbeti, the province began to recognize that it was worthy of it's desires and the discontent grew. When the town of Jalinkoli seemed to rise from nowhere, their resolve to secede was cemented.
On the 1st of Silde, 261 IM, a few days after the commencement of war between the Garis Triumvirate on the Sigis empire, the people of the Kiywar Territory pledged their lot under the leadership of Hedgewind Jalinbeti. Jalinbeti had meanwhile created a deal with the government of Karazalik to take conservatorship of their northern mountainous territories. This adds to the total size of the nation of Jalinjeri.
Population
About half of the Jalinjeri population is made up of the Ortalykshilar people, who have presumably lived in the region since before the Great Erasure in 1 IM. The Prime Minister, Hedgewind Jalinbeti and all four of his Elemental Ministers have been conducting embassies to promote immigration to the region.
Embassies to Grendel by Rayjock Halperion proved tremendously successful, while Hedgewind's embassies to Karazalik not only resulted in heavy immigration from the Karazaliktar (human) residents, but the ceding of more territory from that nation. As the current census stands, the racial mix in Jalinjeri after many embassies stands at roughly 50% Human, 20% Ælf, 10% Grendel, 10% Ungir, 5% Dweorg and 5% other.
Geography
Jalinjeri is a landlocked country bordering several other nations. At 68,1000 square miles it is the tenth largest country in Otan. It features four settlements, each capitals of the four provinces.
THe country has only two rivers, the Jalinbeti River which flows through Jalinbeti into Ortalyk, and the Jalinkoli River which flows northward into the Ungir Federation, originating at Lake Jalinkoli.

Halperion Prefecture is a prefecture of 28,539 souls in the country of Jalinjeri. Halperion Prefecture is administered from the provincial capital Halperion by the Earth Minister of Halperion Prefecture Rayjok Halperion. Rayjok was to the position of Earth Minister of Halperion Prefecture by Hedgewind Jalinbeti, the Prime Minister of Jalinjeri.
Halperion Prefecture has a single settlement that serves as its capitol:
- Halperion - (pop. 4,539) - Capitol - Nurbakyt Babir has been appointed to the position of Mayor of Halperion. The Mayor of Halperion is appointed by the Prime Minister of Jalinjeri.

Jalinbeti Prefecture is a prefecture of 206,437 souls in the country of Jalinjeri. Jalinbeti Prefecture is administered from Jalinbeti, the prefecture and nation's capitol. The prefecture is administered by the Fire Minister of Jalinbeti Prefecture, Adylet Kanatzhan. Adylet was appointed to the position by the Prime Minister of Jalinjeri, Hedgewind Jalinbeti.
Jalinbeti Prefecture is a land mass of of 30,216 square miles in the center of the country of Jalinjeri. It features a single settlement that serves as both the prefecture capitol and the capitol of the nation of Jalinjeri

Jalinkalasi Prefecture is a prefecture of 71,197 souls in the country of Jalinjeri. The prefecture was once part of the nation of Karazalik but the lands, mostly unoccupied were ceded to the newly formed nation of Jalinjeri to secure a mutual defense pact between the two nations.
Jalinkalasi Prefecture is populated mostly by the Karazaliktar (human) people and is administered from the provincial capital Jalinkalasi by the Air Minister of Jalinkalasi Prefecture, Umitzhan Nurzhamal.

Jalinkoli Prefecture is a prefecture of 71,197 souls in the western portion of the country of Jalinjeri. The prefecture was formerly part of the Kiywar Territory of Ortalyk. The lands were mostly unoccupied though considerable trade passed through the region on the Ælfen Way. As such, many Ælfes live in the area.
Jalinkoli Prefecture is populated mostly by the Ortalykshilar (human) people, though it has an ever growing Ælf and Ungir population. It is administered from the provincial capital Jalinkoli by the Water Minister of Jalinkoli Prefecture, Lashyn Tursynbay.Lashyn was appointed to the position of Water Minister of Jalinkoli Prefecture by the Prime Minister of Jalinjeri.
Notable Jalinjeri Landmarks
- Jalinbeti Citadel - Situated in the center of the town of Jalinbeti this monstrous edifice was largely built by giants. When complete, it's expected that this citadel will be the largest and most fortified citadel in all of Otan.
- Towers of Eriquat - Far west in the Kiywar Territory, these towers are the homes and fortresses of the legendary Council of Nine.
Political Environment
Jalinjeri's founder and current leader Prime Minister Hedgewind Jalinbeti rode the crest of dissatisfaction in the former Kiywar Territory to bring about the formation of this new nation. Ordinarily, the Tsar of Ortalyk, Batil Zhurek might have ordered a prompt suppression of this sedition. Starting a civil war, however is not in Ortalyk's best interest at the moment, due to the recent aggression coming from the Garis Triumvirate.
As a newly formed nation, Jalinjeri faces many of the problems peculiar to a new state. New laws, traditions, and ways of going about everyday business all require some thought and where possible enforcement. The emphasis laid out by the Prime Minister and the four Elemental Ministers is uniform in that it calls for immigration. Every official in Jalinjeri is resolved to make deals, tax concessions, granting of the use or ownership of land in exchange for immigration.

History
The capitol of Ortalyk, Kala Astanals, has simply existed for all of known time. It's name in the Ortalykshilar tongue, once assumed to be the common tongue means "capitol city". Under the leadership of the Zhurek dynasty, Ortalyk has been in a state of constant war, most often with Orks and their like but periodically with other more agreeable humanoid racess such as Elves and Dwarves.
Many of these great conflicts found their origins in the wars fomented by the great wizard Nickar and his sworn enemy Zoranthar. It was Batil Zhurek with the help of Shardenzar Sardarbek who eventually brokered a peace between them. This peace ultimately spread through most of the Otan, though pockets of conflict continue to exist.
