The Garis Triumvirate

The Garis Triumvirate is one of the more densely populated countries in Otan, with 4.6 million Garis inhabitants in and area measuring 76,000 square miles. The population of Garis is divided into three regions which are as much ethnically divided as they are politically.

The southern region, called the Ustemdik Region is host to three million Garis of the Ustemdik variety. These lupine featured citizens are invariably hawks in national politics and are almost always in a state of war readiness. The northern region, Beybitsilik Region is made up of the hyena featured Beybitsilik variant, who are at their core a peace-loving people. The third and smallest region is the administrative Akimsilik Region. The vulpine Akimsiliks administer the country's wealth and provide a means of centralizing the Garis Triumvirate government.

The Garis Triumvirate is made up of 4,600,000 Garis souls with very few non-Garis calling the country their home. While Half-Garis exist, they tend to find life in Garis tedious and will often travel west where more mixed race people tend to live. Meanwhile in the Garis Triumvirate, the population is divided into three variants:

Geography[edit]

The Garis Triumvirate is a smaller country bordering the Aydahar Confederation to the north, Sigis to the northeast and Ontustik to the west. It's southern and eastern borders are coastal.

Within the country, the landscape is made up nearly entirely of deciduous forest, carved by many rivers and dotted with the occasional marsh areas. The capitol of Trappist sits on the Trappist River very near the coast. The deep river makes it a natural inland port, though trade with the Garis Triumvirate is somewhere between limited and non-existant.

The Garis Triumvirate is made up of 3 distinct regions, each under the control and supervision of an administratively selected leader.

Akimsilik Region[edit]

Akimsilik Region is the capitol region or the Garis Triumvirate, with 515,606 souls within, mostly of the Akimsilik variety of Garis. The Akimsilik Region is administered from the provincial capital Trappist by the Inspector General Aizat Kamalbek.

Beybitsilik Region is a territory of 1,097,324 souls in the country of Garis. Beybitsilik Region is administered from the regional capital of Kapteyn by the Secretary General Asylkhan Kuandyk.

Ustemdik Region is a territory of 2,974,734 souls in the country of Garis Triumvirate. Ustemdik Region is administered from the provincial capital Saiph by the Commander in Chief Zhannur Timurlan. Zhannur Timurlan was appointed to the position of Commander in Chief by an administrative process. The Commander in Chief is one of the three of the country's leaders.

Political Environment[edit]

The Garis Triumvirate has very closed political system and keeps itself as separate from the rest of Otan as possible. Their tripartite system of maintaining a balance between warmakers, peacekeepers and administrators has little room for outside interference. Their political goals are to set the national dial to one of two settings, war or peace.

International Politics[edit]

Very little goes on between the Garis Triumvirate and other nations. They do not have embassies in any other nation save the League of Dweorgen Miners. This embassy is set up solely in the interest of trade, specifically geared toward the acquisition of Dweorgen metals. With an ever keen eye on pursuing war, the need for metals by the Garis Triumvirate is an ever-present priority in Garis politics.

The Garis Triumvirate has been largely overlooked in world politics as the country remained neutral in the Grendel War. The Garis Triumvirate triumvirate did sign onto the international treaty called the Concord of Kala Astanals. This treaty, among other things, calls for a cessation of warfare between nations, fair treatment of nationals from other countries within one's borders, and fair exchanges and fair treatment of prisoners.

National Politics[edit]

Though the country signed on to the Concord of Kala Astanals, providing new levels of harmony between nations, they remain poised for war at all times. The Garis people are continuously resentful of the spread of humans throughout Otan often to the exclusion of other races. The Ustemdik people are particularly eager for the onset of war and prepare for it constantly.

Their current leader Zhannur Timurlan has been making unprecedented levels of appeals to the leaders and the people of both other regions to vote in favour of war. Timurlan is certain that the forces collected in his own region are sufficient to dominate the entire continent of Otan. Even skeptics of his enthusiasm for war concede the possibility that he may get his wish; a mandate for war.

Provincial Politics[edit]

Regional politics are controlled by a highly administrative system with a well functioning succession plan for the three regional leaders. This administrative system eliminates elections, or any other form of political juggling for the top spot. Leading candidates are weight by a standard set of criteria. Those ruled to be 'gaming' the system are quickly eliminated from the succession plan and thus, order is kept.

Civic Politics[edit]

Particularly in the Akimsilik Region civic politics have taken a strange turn with civic politicians adopting national platforms. More and more civic politicians seem convinced that the Garis Triumvirate is long overdue for a war to subjugate the rest of Otan under the only proper and sensible government on the continent... a Garis controlled government.

Military[edit]

Estimating the size and capability of the Garis military is difficult because their capabilities are mostly shrouded in secrecy. Few outside of the country have encountered a single member of the Garis military. Those brave enough to approach the border will often find themselves facing the Garis Border Patrol, who keep units patrolling the forested borders on land, and have many river and sea vessels as well.

The true might of the Garis military is estimated to be ominous. Triumvirate leader, Zhannur Timurlan has lately promoted the idea that his military could easily conquer all of Otan, despite running afoul of the wishes of the Council of Nine. The weapons available to the Garis Border Patrol and the various Garis police departments indicate a technology that exceed the rest of Otan.

Additionally, the sea vessels in the border patrol's coast guard indicate a higher naval technology and lastly, there is rumour of a Garis Air Force, made up of giant dirigibles. The notion of air superiority was first introduced to the world of Otan when the Aydahar military employed dragons into its front line tactics. This was a hard lesson for those who faced dragons on the battlefield. The Garis have clearly been learning from the successes and mistakes of others.
