Inquisitor Ulan Kisic is the very embodiment of jurisprudence. He was brought up through the Ortalyk justice system and trained in the Royal Academy of Kala Astanals. He has served personally under the tsar Batil Zhurek ensuring that the Tsar's Truth was kept through the lands of Ortalyk.
History[edit]
Twenty years as an inquisitor, he had to flee Kala Astanals as it was overtaken by the Garis Triumvirate and the Ortalyk courts were taken over the foreign Garis version of the law.
