On Governing Ungir is the 28th of sixty-four Memes of Aspan which were mistakenly shared with the Otani people by Suu. This particular meme was once thought to be in the possession of the Ungir leadership at the capitol of the Ungir Federation. Rumours have surfaced, however, that this is no longer the case and the box is now somewhere in Ortalyk.
On Governing Ungir is said to contain information particular to the most effective form of government to manage Ungir, to maximize their wealth and quality of life. It covers topics from how to take and hold political power with the Ungir, how to increase Ungir work morale and output, how to maximize taxes without reducing morale and how to maximize Ungir reproductive levels.
It is widely assumed by those who know of the Memes of Aspan that the current Ungir leadership has certainly plumbed its depths.
The current location of this meme is unknown, though speculation has placed it in the Karagay Province of Ortalyk, possibly even Balagash.
