Togzhan Kuat was chosen by Rayjok Halperion to be his Minister of Dragons for the Halperion Prefecture. She has served dutifully in this role, conducting many embassies to the Aydahar Confederation, which was her former home. She has also worked tirelessly to create lairs and safe havens for dragons driven out of her former homeland by Garis forces.
