Halperion Keep, briefly known as Koboldy Rock, is the largest edifice and central building to the burgeoning town of Halperion. The keep not only serves as the town's only defense, but currently operates as the town's only inn, tavern and central market. Koboldy Rock provides billets to workers and immigrants heading to and from the neighboring town of Jalinbeti, which is rife with construction activity.
Halperion Keep features a four sided wall, with a turret on each corner and a portcullis gate. The interior keep has three levels, the lower level featuring the barracks, kitchens and dining hall. The main floor, still burned out from previous battles features a dining hall and ballroom. The upper floor, has 8 bedrooms.
Halperion Keep is controlled by Governor Rayjok Halperion with assistance from his Grand Visier Gulshara Rysbek. Security is maintained by the Halperion Irregulars.
History
Halperion Keep formerly known as Akimi Keep, and later Koboldy Rock was the pet project of Alanar Akimi, the son of the current Governor of Balagash, Irimshik Akimi. It came into possession of the self-styled Lords of Koboldy Rock, who all vanished without a trace save for Rayjok Halperion, its current keeper.
Shortly after capturing the "Rock" from a collection of Ungir, the Lords had a round of renovations completed under the watchful eye of the party's Grand Visier Gulshara Rysbek. Gulshara maintained a staff of about 50, to keep the facility running. Staff are involved in food preparation, maintenance and raising animals for the kitchen.
About a dozen of the staff additionally provide security and "muscle" for unruly patrons. They have since come to be known as the Halperion Irregulars.
A Question of Ownership
Because the transfer of ownership of the keep was never officially filed with the the Boyar of Karagay Province, Alanar Akimi laid claim to the keep, insisting that no transfer was ever made. He insisted that the keep, now newly prosperous was always, in fact, his and his alone. He enlisted his father, Irimshik Akimi, the governor of Balagash to take back the keep.
Before Irimshik Akimi could evict Rayjok Halperion and his company, however, Hedgwind Jalinbeti made a plea to the Boyar, Kadir Meyram. Hedgewind argued that not only did Rayjok Halperion rescue the keep from being turned into rubble, but that he was actively living in, maintaining and daily improving the keep. He argued that Rayjock's actions not only improved the keep, but also the surrounding lands and the economy of the entire province.
Kadir Meyram ultimately sided with Jalinbeti and ordered Irimshik Akimi to stand down. He further appointed Rayjok Halperion to the title of Governor of the lands surrounding the keep, which were already attracting squatters and new residents. On hearing the news, Rayjok Halperion dubbed the area the township of Halperion and renamed the keep the more fitting Halperion Keep.
