Kala Astanals is the capitol city of Ortalyk set in the in the Astanals District. It is home to both the local city government and the seat of power of Ortalyk. Built in concentric rings, the centermost area of the city is Zhurek Palace, home of the reigning monarch Czar Batil Zhurek. More than 77,000 souls inhabit the city, making it the most metropolitan of the entire country of Ortalyk.

While Kala Astanals is the seat of both national and regional politics, local politics are also a tradition of the city. With over 77,000 residents, the mundane governance of city defenses, sewage and water systems, trash and refuse collection, not to mention the building and maintenance of roads, city walls, administrative buildings

Local administration of Kala Astanals is led by its governor Lord Evnika Ayzhan, an appointee of the Tsar Batil Zhurek. The Governor of Kala Astanals is typically been appointed by dint of their administrative abilities rather than their abilities in battle, as is more common with governors away from the capitol.
