The Aydahar Confederation

The Aydahar Confederation is a country populated by the draconic-blooded Aydahar and every manner of dragon on Otan. The country is made up of ten regions, five of which roughly represent a chromatic dragon (red, blue, etc.) and five which represent metallic dragons (gold, silver, etc.). About 80% of the Aydahar people bear the strong features and colors of their dragon progenitors. The rest of the country is made up of mixed colors, and features of varied and interesting combinations.

When Aydahar and Humans mate the result is a Half-Aydahar which naturally has even more human features than a regular Aydahar as their bloodlines dilute, the last feature they lose are their taloned feet. Half-Aydahar are tolerated in Aydahar society, though they are rarely treated as first class citizens.

In previous Aydahar Confederation history, the Ungir were spawned and the two races found it impossible to co-habit in the same country. The Ungir eventually moved north to form a country on their own rocky territory, the Ungirsi Federation. They have since grown and even thrived as a self governing people.

Population

The Aydahar Confederation is made up of 5,200,000 souls nearly each of which can claim draconic ancestry. The population is divided among ten regions, each of which produces Aydahar of a particular racial variant. These specializations, have been slowly degrading over the years, however as Aydahar variants interbreed with one another and even non-Aydahar which can result in the Half-Aydahar variant.

As Aydahar variants become more mixed, various horn features begin to disappear and their flesh tones tend to resemble something more human... from the deepest brown to whitish pink, depending on the racial mix. Gone, however, are the metallic hues and primary colors of their ancestors. Particularly in the capital city of Kazinasi, mixed-variant Aydahar and Half-Aydahar are far more common than in the rest of the country.

Geography

The Aydahar Confederation is a large country covering some 106 thousand square miles. The entire country is landlocked, bordering the Garis Triumvirate to the south, Ortalyk to the north, Sigis to the east and Ontustik to the west. Dragons seeking sea adventure will often fly over the Garis Triumvirate at a high altitude before diving into the ocean for deep sea treasure hunts. Few Aydahar have ever been to sea, nor have they crossed the border into the Garis Triumvirate.

Aydahari Regions

This territory is divided into ten regions each roughly represented by a racial variant of Aydahar. The gold Aydahar variant known as the Altin Aydahar control the Altin Aydahar Region and by proxy the capitol of the Confederation.

Altin Aydahar Region, or Gold Dragon Region, is a region of 248,585 souls, populated mostly by the gold variant or Altin Aydahar variant of Aydahar in the Aydahar Confederation. Altin Aydahar Region is administered from the provincial capital Kazinasi by the Eldest of the Altin Aydahar Region, Rakhat Nurzat. Rakhat Nurzat's position was granted by the Eldest of Aydahar.

Rakhat Nurzat also serves on the Elder Council of Aydahar and represents the interest of both dragons and regional Aydahar. Because of the physical mixing of Aydahar variants, the Altin Aydahar Region is the most likely to have mixed variants of Aydahar and [Half-Aydahar]]. These mixed-race and mixed variant individuals are so common in the capitol region that is is ofthen rumored they were bred for diplomatic and government service.

Jez Aydahar Territory, or Brass Dragon Territory, is a region spanning 5,700 sqare miles and populated by 92,476 souls in the Aydahar Confederation. Jez Aydahar Territory is administered from the provincial capital Asik Konrir by the Eldest of the Jez Aydahar Region Asylkhan Rakhim.

Asylkhan Rakhim was appointed Eldest of the Jez Aydahar Territory after the Grendel War. He is responsible for both (brass) dragon and Aydahari affairs in the territory.

Kara Aydahar Region, also known as the Black Dragon Region, is a political region populated by 632,311 souls in the Aydahar Confederation. Kara Aydahar Region is administered from the provincial capital Kara by the Eldest of the Kara Aydahar Region Lyazzat Serzhan. This region is also home to the largest known population of black dragons in Otan.

Lyazzat Serzhan has been appointed to the position of Eldest of Kara Aydahar Region and serves on the Elder Council of Aydahar as the representative of the Kara Aydahar Region. This position was granted by the Eldest of Aydahar, though it is sometimes achieved through natural selection. A regional Eldest is often literally the eldest Aydahar in the region.

Lyazzat Serzhan is responsible for affairs both dragon and Aydahari and represents both dragon and Aydahari interests both regionally and nationally at the Elder Council of Aydahar. In exchange for this representation, dragons will sometimes, albeit reluctantly participate in Aydahari military operations.

Kizil Aydahar Region, also known as the Red Dragon Region is a region of 693,018 souls in the country of Aydahar Confederation. Kizil Aydahar Region is administered from the provincial capital Kizil by the Eldest of the Kizil Aydahar Region Dildar Karïma. Kizil, the only settlement in the region is quite small for a region this size, owing to the general distaste for urban life that the Red Aydahar possess.

Dildar Karïma was appointed to the position of Eldest of the Kizil Aydahar Region by the Eldest of Aydahar. Dildar Karïma is responsible for affairs both (red) dragon and Aydahari. This responsibility has proved contentious for previous Elders due to the unpredictable nature of red dragons, particularly during wartime.

Bakyt Batyrkhan has been appointed to the position of Eldest of the Kola Aydahar Region, a position he received through the natural process of selection that occurs in the region. In this case, Bakyt Batyrkhan is quite literally the eldest Aydahar in the region. He is responsible for affairs both brass dragons in the region and the brass featured Kola Aydahari.

Mis Aydahar Region, or the Copper Dragon Region is a region made up of 700,099 souls in the country of the Mis Aydahar variety. Mis Aydahar Region is administered from the provincial capital Aksil Kulgin by the Eldest of the Mis Aydahar Region Almaz Zhannur.

Almaz Zhannur has been appointed to the position of Eldest of the Mis Aydahar Region. Almaz Zhannur became the Eldest of the Mis Aydahar Region through a combination of natural administrative selection and good old fashioned out-living his rivals. The regional Eldest is often literally the eldest Aydahar in the region. Almaz Zhannur is responsible for affairs both (copper) dragon and Aydahari.

The Aydahar Confederation was an aggressor against Ortalyk during the Grendel War, but the nation is not territorial. Perhaps it's better to say that the Aydahar are so territorial, that they preferred their own territory to any new land they might have been able to claim during wartime. At present, there are no formal trade agreements between the Aydahar Confederation and any other nation, though each Region will sometimes make their own trade agreements independent of the Elder Council of Aydahar.

National Politics

Regional Politics

Each of the ten regions in the Aydahar Confederation is somewhat unique. They are all, of course, unique in the type of Aydahar that live there, each having high concentrations of a particular 'color' of dragon-kind. This is true not only of the Aydahar, but also of the dragons that live in the various regions.

While regional politics are often overlooked in other countries, Aydahari regions operate like small countries. Each region will decide for itself on a multitude of issues, local taxation, international trade deals, entry visas for foreigners, exit visas for nationals, and lastly military spending and activity. Regional leaders might get prompting from the Elder Council of Aydahar, on various issues, however the region usually acts autonomously. The one exception is if a regional leader dies, or is found unfit for office, the Eldest of Aydahar may step in and name his replacement if the regional government has not already named a successor.

Civic Politics

Every settlement in the Aydahar Confederation is managed by the Eldest of the settlement. The Eldest selected by a political process in place in the city in combination with candidates out-living each other. When the process is thrown into confusion, perhaps by foul play, then the Eldest of the settlement might be appointed by the Eldest of the region or even the Eldest of Aydahar. In the latter case, the Eldest might be far less elderly than what is traditional to ensure a long period of loyalty to the Eldest of Aydahar.

Military

The Aydahari military is actually a collection of ten different militaries from 10 different regions. As in most of Otan their standard military unit is called a 'division' which is made up of roughly 10,000 Aydahar conscripts, each led by a General (one of the rare cases of Aydahar heirarchy not determined at all by age).

Military organization can vary from one region to another and from one division to another, depending on a number of factors. These can include recruitment, logistics, terrain and the nature of the enemy. Aydahari military tactics are unique thanks to their native dragons. While dragons may not be the most reliable battlefield cohort, they have a tendency of terrifying the enemies they don't outright destroy. Flying enemies require special tactics; tactics which few opposing forces possess.

The bulk of most regiments within an Aydahari division are made up of infantry, followed in numbers by crossbowmen, lizard-riding cavalry, engineers, quartermasters, signalers and special forces. The latter often made up of spellcasters, other adventurer classes, and of course dragons.

History

The Aydahar Confederation was a belligerent in the Garis War, having taken aim principally at Ortalyk. While the nation might have prevailed against Ortalyk, the combined might of Batis and Ontustik threatened to overrun the country from either side. The Eldest of Aydahar eventually sued for peace and signed the Concord of Kala Astanals, which brought an end to hostilities Otan-wide.
