Monsters are creatures on Otan who pose threats to heroes and adventurers in Otan without the moral or philosophical weight of other encounters with sentient creatures. A Human may or may not be a threat to an adventurer and this entirely depends on the circumstances of how the encounter came about. Certainly, killing a Human (or any sentient being) should be considered a grave undertaking, even if the being is not very nice.
Monsters have little in redeeming qualities that would cause a hero to hold back on bringing about their demise. They generally have singular drives, and if sentient, they use their sentience to complete their nefarious tasks, not to advance any altruistic goals.
