Halperion is a settlement of 1,299 souls in the Karagay Province region in the Tsardom of Ortalyk.
Government
Halperion is governed by Rayjok Halperion the town's founder. As the only non-human governor in Ortalyk, his governance has attracted non-human residents, particularly Grendel or those possessing Grendel ancestry. The town's economy is managed by the Grand Visier, Gulshara Rysbek.

- Halperion Keep - Lower Level - The Lower level of Halperion Keep operates as a combination of Inn and Tavern with Stable facilities above, prices for the budget minded adventurer.
Shops
Halperion has many places to shop. Venues include:
- Zhahangir the Blacksmith - Location to shoe riding animals, purchase typically non-magical arms and armor.
- Nariman's Stable - Location for putting up riding animals. Often with a blacksmith/farrier.
- Halperion Docks - Facilities to moor shallow draft ships.

- Halperion Irregulars - The role of Halperion city guard is accomplished by the Halperion Irregulars, a collection of several unique individuals, many with military training, but few from the same military.
Personalities
- Gulshara Rysbek - Thrust into her mantle of power, albeit a small one, Gulshara has proved herself up to the task... demonstrating that she might even handle a larger task. It became evident to all that her father taught her more lessons about money than one could learn in a simple tavern.
